Symptom

You try to refresh a BusinessObjects report in WebIntelligence and you receive the following error:

Automation exception BusinessObjects server process raised an automation exception. (BOMGR0060) IDispatch error #109 Cannot find the [universe_name] universe. (DA0011): The following data providers have not been successfully refreshed: Query 1 with [universe_name] (DMA0007): [] (server_name) (returned by function Refreshing Document) )

You are positive that the universe exists in the repository because the same report will refresh correctly on a client workstation.
