1182544 - Error: "Environment it_locator is currently used by another process" starting a UNIX server with 'wstart'

Symptom

In Business Objects 6.5.x on a UNIX server, when trying to start the server using wstart, you get various error messages including:

"ERROR: Environment it_locator is currently used by another process"

"ERROR: exception occurred during run: IDL:omg.org/CORBA/BAD_INV_ORDER:1.0: minor = 0x49540700 (IT_PSS_DB:ENV_IN_USE), completion status = NO"

"ERROR: Failed to start target Process: IDL:omg.org/CORBA/PERSIST_STORE:1.0: minor = 0x49540707 (IT_PSS_DB:DB_CALL), completion status = MAYBE"
