1195797 - Date functions 'FormatDate', 'RelativeDate', and 'ToDate' in Java Report Panel return incorrect results.

Symptom

When using the date functions 'FormatDate', 'RelativeDate', or 'ToDate' in the variable or formula editor, unexpected results are returned, although the syntax appears correct.

For example, the formula 

=ToDate("20050427";"yyyymmdd") 

returns an output of "1/27/05". The month is incorrect.
