Where can the Visual Component Library (VCL) for Crystal Reports XI or Crystal Reports 2008 be downloaded?

The Crystal Reports VCL is available for Crystal Reports XI Release 1.  The VCL has been deprecated as of Crystal Reports XI Release 2 and will not be available for future versions.
