Symptom

Numeric Operands used in Block Filters are converted to scientific format if there is also a drill filter applied to the WebIntelligence report. .
### STEPS TO REPRODUCE THIS ISSUE ###
1. Create a new report in Web Intelligence from eFashion, in the query panel put the objects:
    Store \ Store Name  
    Measures \ Sales Revenue
(in this example i used a measure but same behaviour occurs with numeric dimensions.)
2. Run the query, the table will be displayed
 
3. Open the Filter Panel and insert as filter Sales Revenue greater than: 150 (or any other value better)
( behaviour is the same even with other Operators i.e. less than, equal to, etc. )
4.   click on OK to close the filter editor.
5.   click on the Store Name column
6.   click on the Drill icon
7.   drag and drop the Store Name dimension to the drill filter panel
8.   select any of the values from drill selection combobox, to verify values are displayed on the block for the chosen selection.
9.  Save the document
10.  Reopen the document in Web Intelligence
11. Unselect the drill mode
12. Select the Block to view which filter has been applied
13. Open the Block Filter Panel
14. The block filter is displayed, with the numeric value of the operand has been transformed to format #.##e#  , for instance 1.5e2
