1198124 - Error: "WIJ 20002" or "Could not connect to server" when trying to create a document in the Java or the HTML query panels

Symptom

Creating a Web Intelligence document in the Java or the HTML query panels, one of the following error messages appears:

Error: "WIJ 20002" , or "Could not reach server".

Alternatively, trying to create a a document in either the Java or the html query panels the following error message appears

"The WebIntelligence Java Report Panel cannot connect to the server. Close the report panel and try to connect again or see your BusinessObjects administrator. (WIJ 20002)"

In this case the report completes and is able to be refreshed, but after about twenty to thirty seconds the error message appears again (WIJ 20002).

These errors occur irregularly when starting up, but almost always after the report refreshes.
