1198382 - Error: "The root server reported an error Initialization Failure" when CMS is unable to start

Symptom

After installing BusinessObjects XI Release 2, the Central Management Server (CMS) is unable to start.

The CMS trace log contains the following error message:
"[Fri Aug 3 19:35:52 2007] 21937 1 Log: level=0 cat=14 msg=35101 p=The root server reported an error Initialization Failure.
[Fri Aug 3 19:35:52 2007] 21937 1 trace message: SIServerController:run: Fail to initialize or uninitialize. Reason is The root server reported an error Initialization Failure.:"
