1199008 - InfoView and/or Central Management Console are not accessible with Tomcat 5.5.x

Symptom

BusinessObjects Enterprise XI Release 2 (XIR2) web applications are not accesible when deployed to Tomcat 5.5.x Java application server. Accessing InfoView or Central Management Console (CMC) result in "HTTP 404" or "Page cannot be displayed" errors.
