Using .NET EROM to open report with an unmanaged RAS server,
if there is no localeID and the PreferredViewingLocaleID are set to
ReportClientDocument, ReportClientDocument will use the server's
user default locale.
Cause
The issue has been identified and tracked under
ID ADAPT00963660.
Resolution
There is no file update to fix this issue at this time.
