A user belongs two groups; Group1 and Group2.
Group1 has permission to see Universe1.
Group2 has permission to see Universe2.
The user can see both Universes.
The requirement is that, the Administrator wants to allow the
user to create and view reports from Universe1 but only view
reports from Universe2.
