1199785 - Error: "List of Values failure: fail to get values..." when viewing the List of Values parameter dialog in the Central Management Console and InfoView

Symptom

In BusinessObjects Enterprise XI or Enterprise XI Release2, when attempting to view the List of Values parameter dialog box for a Crystal report in either the Central Management Console or InfoView, the following error message appears:
 
"List of Values failure: fail to get values. [Cause of error: startJavaServer Fail to start Java Server]".
