1200836 - Error: "Microsoft Visual C++ Runtime Library" moving the Central Management Server database to a different computer

Symptom

In BusinessObjects Enterprise XI Release 2, when moving the Central Management Server (CMS) database to a different computer using the Copy data from another Data Source command in the Central Configuration Manager (CCM), the following error message appears:

"Microsoft Visual C++ Runtime Library
Runtime Error!
Program: cts\BusinessObjects Enterprise 11.5\win32_x86\svcmgr.exe".

In the SDK log files, the following error messages appear:

"2084 1728 trace message: Oracle DB Error: ORA-01658: unable to create INITIAL extent for segment in tablespace BOUSER
2084 1728 assert failure: (.\dbssoracle_impl.cpp:465). (0 : ORA-01658: unable to create INITIAL extent for segment in tablespace BOUSER)".
