1201128 - Error 'Exception: The plugin CrystalEnterprise.Inbox could not be initializated' returned when importing a BIAR file using InstallEntSdkWrapper.jar command line interface

Symptom

Importing any BIAR file using InstallEntSdkWrapper.jar, e.g. 'java - jar InstallEntSdkWrapper.jar mymachine:6400 Administrator "" secEnterprise newBIAR.biar', fails with the following output:
 
[InstallEntSdkWrapper.main] Connecting to CMS mymachine:6400 as Administrator
[InstallEntSdkWrapper.CmsImportFile] Exception: The plugin CrystalEnterprise.Inbox could not be initializated
[InstallEntSdkWrapper.main] BIAR File could not be imported
 
The following error may also be returned instead:
  [InstallEntSdkWrapper.CmsImportFile] Exception: The plugin CrystalEnterprise.FavoritesFolder could not be initializated
