1201584 - All Services offline ( grayed out) when login to Administrator Console/ BOMGR process will not start

Symptom

When running "Start Server" for BusinessObjects 6.5.x and open the task manager, there is no BOMGR process running. After logging in to the Administrator console all processes/services are unavailable (dimmed or grayed out).
