Symptom

When installing BusinessObjects Enterprise XI 3.0 using an existing Central Management Server (CMS) database, an error message appears:
 
"The Central Management Server has failed to start. Press "retry" to attempt to start it again or "cancel" to sky any actions dependent on the Central Management Server."
