1203192 - Error: A wrong connection is made to...Logon cannot continue" connecting to the CMS

Symptom

You connecting to the Central Management Server (CMS) in Desktop Intelligence, Crystal Reports or any other client product, the following error message appears:
 
"[repo_proxy 13] SessionFacade::openSessionLogon with user info has failed(Unable to connect to CMS testname:45400. A wrong connection is made to @@LMO-S-CSSOL03:45400(LMO-S-CSSOL03:45400). Logon cannot continue.(hr=#0x80042a79)"
