You cannot refresh Oracle reports in the .NET viewer.
Cause
The issue has been identified and tracked under ID
ADAPT00864968. This is a Windows 2003 IIS application pool
permissions issue. IIS by default is run under limited
privilege.
Resolution
You need to give the process enough privileges in IIS so Oracle is
able to run.
