If a BusinessObjects XI Release 2 user is assigned the role of Administrator they are able to create new Web Intelligence documents by clicking New > Web Intelligence Document in Infoview. When the Administrator role is removed from the user, they are no longer able to create a new web intelligence document because the group they are a part of does not have sufficient rights in the Central Management Server (CMS).
