1207039 - Error: "You do not have the rights to access the system. (Error: ADC 00020)" when attempting to log in to InfoView

Symptom

When attempting to log in to the Administration Console, thefollowing error message appears:
"You do not have the rights to access the system. (Error: ADC00020)"

You attempt to log in to InfoView by clicking Login but thefollowing error message appears:
"A system error occurred. (Error: INF 00130) (19999)".
