1217968 - Access denied even though 'Explicitly Granted' rights have been assigned

In Crystal Enterprise 10, a member of the Administrators group is unable to access an object, log on or perform actions, even though the Administrators group has been assigned 'Explicitly Granted' rights.

Example Scenario:

In the Crystal Management Console, the Administrators group has been assigned a full range of 'Explicitly Granted Advanced Rights' to 'Manage Applications'. However, as a member of the Administrators group, you are unable to log on to the application.

Why are you denied access as a member of the Administrators group and how do you resolve this behavior? What are the basic principles of Crystal Enterprise security?
