1218243 - Cannot access .NET InfoView and .NET Central Management Console

Symptom

After completing a full installation of BusinessObjects Enterprise XI on Microsoft Windows 2003 Server, .NET InfoView and .NET Central Management Console (CMC) are not accessible.

Windows 2003 Server is running IIS 6 (Internet Information Services) and the .NET framework. After the installation, it is discovered that the WCA_Enterprise.dll does not exist in %CRYSTALDIR%\web content\bin and Web.config does not exist in %CRYSTALDIR%\web content\bin.

Why does .NET Web Component Adapter (WCA) not install successfully and how do you resolve this behavior?
