1218459 - Err Msg: "Cannot write to cache folder...this indicates a high request volume.."

In the cache server application event viewer log, the following error message appears:

"Cannot write to cache folder X:\Program Files\Crystal Decisions\Enterprise 10\win32_x86\Data\<your cacheserver name>.cacheserver. This indicates a high request volume for the configured size of the cache. This problem can be solved by increasing the size of the cache."

Why does this message appear and how can you resolve it?
