1219166 - Parameters with ampersands that use openDocument.jsp only use part of value

Symptom

Parameter values with an ampersand character (&) that use openDocument.jsp, only use the part of the value before the ampersand.

For example, if a Crystal Report has a parameter field in the report header and openDocument.jsp passes the string "Ben&Jerry" as the parameter prompt value, the report will only display "Ben."
