1219299 - Error: "The database logon information for this report is either incomplete"

In BusinessObjects Enterprise XI, when a report based off an unsecured Microsoft Access database is run multiple times the following error message appears:

"The database logon information for this report is either incomplete or incorrect"

Why does this error message appear and how do you resolve it?

NOTE:

The Page Server and Job Server are already running under domain accounts that have read-only permissions, and the ODBC path uses an UNC path rather than a mapped drive.
