1312420 - Error: "You are not authorized to design or edit a query. Please contact your administrator. (QWS 02718)" when logging in to Query as a Web Service

Symptom

  • When logging in to Query as a Web Service (QaaWS), all users including Administrators get the authorization error and cannot use QaaWS
  • Error message: "You are not authorized to design or edit a query. Please contact your administrator. (QWS 02718)"
  • The issue is intermittent, but can be reproduced after restarting the Central Management Server (CMS) or backing up/migrating the CMS database
