0. The Web Intelligence Processing Server freezes when too many job schedules are running concurrently.
0. Things to look for to diagnose: If only one Web Intelligence Processing Server:

• At the time of the problem can ANY web Intelligence report run without error? 
• Is it possible to create a new Web Intelligence document without the report panel hanging?
• If answers to both are NO then Web Intelligence is hanging

0. Enable Classic BusinessObjects tracing (BO_trace.ini) and capture that the "Web Intelligence hangs":
0. After Web Intelligence hangs, search the log files for a pattern whereby |E| occurs with 2 threads on the same function call - here is an example of the common fault addressed in FixPack 1.3 for XI3.1:

• '|E|X|' errors occur simultaneously (|E|X| indicates a Runtime Exception): Once this pattern occurs there can be many API errors seen including OpenDocumentMDP error,  Web Intelligence crashes or hangs, can't create Web Intelligence documents
