1321030 - "An error has occurred: Cannot Initialize the ReportEngine.server. (Error RWI 00226)" when accessing Web Intelligence reports in Business Objects Enterprise XI 3.1

• Web Intelligence Processing Server keeps crashing regularly.
• When connected users access reports the following error message is experienced: 
     "An error has occurred: Cannot Initialize the ReportEngine.server. (Error RWI 00226)"
• If a new Web Intelligence document is to be created, the application stays at 'creating session' phase and never goes beyond that.
• A force termination of the Web Intelligence Processing Server and restart is the only way to get the server started.
• From the trace it shows the "recycling feature" which shuts down the Web Intelligence server after an inactivity timeout, as it looks like the server is hanging i.e. no response.
