1350017 - Users have to refresh the report twice to see correct data when using cascading prompts based off a universe with row level restrictions

Symptom

After a Web Intelligence report is migrated from XIR2SP2 to XIR3 SP1.. When you refresh the report and modify the prompt value, the report returns no data,

Refreshing the report a second time without modifying the prompt value, will show the correct data.

This does not affect all users.
