1350504 - BOE XIr2 CMS shutdowns after a minute after the server was rebooted

• Central Management Server (CMS) starts up and shutdown in the next minute
• Central Management Console and InfoView give error "CMS cannot be contacted on port 6400"
• When tracing is enabled for the CMS, the following errors are referenced in the log file:
