1351851 - "CMS database error: STW00226" error message on install on BusinessObjects Enterprise XI 3.1

Symptom

During install of Business Objects XI 3.x when selecting a Data Source for the CMS "Database access error. Reason No data supplied for parameters in prepared statement (CMS database error: STW00226)" is received.

(In French: ...gestionnaire de pilote introuvable...)

(In Italian: ...impossibile connettersi al database di sistema...)

"TNS:could not resolve the connect identifier specified" will be received if ORACLE is used.
