1352430 - Error: "This patch package could not be opened..." when instaling XI 3.1 Fix Pack on Windows

• "This patch package could not be opened.  Verify that the patch package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer patch package."
• In %TMP%\BOE_SP1FP6_Install_0.log (default place being C:\Documents and Settings\%USERNAME%\Local Settings\temp\BOE_SP1FP6_Install_0.log) if the problem occurs with FP1.6 (change filename accordingly to the patch installed), the following errors are found in the log:
