1356082 - Error STU00130 and error "FATAL main Failed to initialize CAD Servant" when starting the SIA on BOE XI 3.1

Symptom

  1. Using startservers, the system returns: 
    • Couldn't create environment object (STU00130)
    • Error description: Unknown error
  2. Enabling SIA tracing (-trace in ccm.config on siaLAUNCH command line, the following errors are displayed in sia_$DATE_$TIME_$PID.log)
    • FATAL main Failed to initialize CAD Servant.
    • FATAL main Unable to start the Server Intelligence Agent
