1363569 - When click on 'Schedule' Button nothing happens. No error message in BOE XI 3.1

• In BusinessObjects Enterprise (BOE) XI 3.1 non administrative users cannot schedule any Desktop Intelligence or Web Intelligence reports from Central Management Console and InfoView.
• When specify all the schedule properties and click Schedule button, it does nothing. No error message appears, the progress bar completes and we are still on the Scheduling page.
• Getting the same behavior for new reports created in BusinessObjects Enterprise XI 3.1. Issue specific to non admin users.
