1369341 - "Exception: CS, Job already in use" when running complex Deski reports in 3-tier mode

Symptom

Users getting intermittent errors running DeskI in 3-tier mode.
The errors are the following: "Error during sql execution: (DA0003)" followed by: "Exception: CS, Job already in use".
These errors usually come after 20+ minutes of waiting for a report to run.
Sometimes though, the error will come even sooner (maybe 10 minutes).
