1375187 - XI 3.x - CMS database error: STW00226 when installing BusinessObjects Enterprise

Symptom

  • Installing BusinessObjects Enterprise XI 3.1 on a Windows 2008 64 bit server edition and getting the following error:
    • Database access error. Reason loading shared object failed.
  • First tried to load library oci and failed because of error: [%1 is not a valid Win32 application.].
  • Second tried to load library oci.dll and failed because of error: [%1 is not a valid Win32 application.
  • Can connect to the database using sqlplus.
  • The message seems to indicate that it is a compatibility issue between 32 and 64 bit.
  • While expanding an install (e.g.: adding a second node on a different server), the following error is displayed from a pop up of the Central Configuration Manager:

Database access error. Reason Loading shared object failed. First
tried to load library oci and failed because of error: [%1 is not a
valid Win32 application.
]. Second tried to load library C:\Program Files (x86)\Business
Objects\BusinessObjects Enterprise 12.0\win32_x86\oci.dll and
failed because of error: [The specified module could not be found.
