Symptom

Installing BusinessObjects Enterprise XI 3.1 on a Windows 2008 64 bit server edition and getting the following error:

Database access error. Reason loading shared object failed.

- First tried to load library oci and failed because of error: [%1 is not a valid Win32 application.].
- Second tried to load library oci.dll and failed because of error: [%1 is not a valid Win32 application.
-
Can connect to the database using sqlplus.
- The message seems to indicate that it is a compatibility issue between 32 and 64 bit.
- While expanding an install (e.g.: adding a second node on a different server), the following error is displayed from a pop up of the Central Configuration Manager:

- If CMS tracing is enabled, the following information can be found in the log:
