1380356 - How to deny creating a new folder in public folder but allow to create a new folder in my favorites.

In BusinessObjects Enterprise XI 3.1, how to set rights for a user for the below requirement:

1. Able to save a report in its Favorites folder
2. Create folders in their Favorites folder
3. Copy reports from their Favorites folders to a Public folder
4. Restrict creating folders in Public folder
