1381960 - License agreement: Administrator account consumes one license, but BOE allows a backdoor for Administrator to log in to a system even if license has already been fully used

Symptom

If no users log on before and Administrator tries to log on, administrator will consume 1 license. (If there is only 1 concurrent license purchased, other user won't be able to log on BOE) If one user has logged on and there is only 1 concurrent license purchased, administrator will also be able to log on.
