1388208 - View option still in dropdown when "Refresh the report's data" is denied.

Users are selecting the "View" option on many reports where their security access level does not allow for them to refresh the

reports data. They are receiving the following error: Your request was refused because you do not have the right 'Right

To Refresh' on report 'frs://Input/a_067/206/023/18337347/~ce1c445a8fdfb0762.rpt'. Please ask your system administrator to

grant you this right.

This is what I expect to see since they do not have the right to refresh. Is there a way to remove the

"View" option from the reports options(after you right click on a report). These users will never be allowed to refresh reports,

I would expect the "View" option to not show up since they do not the necessary rights.
