1391867 - The right "Add objects to the folder" when set at the content level, doesn't override the General right for Crystal Reports

There's an inconsistency with the right "add objects to the folder" when it is set at the content level and not at the folder level for Crystal Reports:

1. when the right is set at the content level for Desktop Intelligence (deskI) reports, the users are able to save a DeskI report in the folder and do not have the right to create a new folder, which is the expected behaviour.
2. when the right is set at the content level for Crystal Reports, the users are not able to save a Crystal report in the folder, and they get the error message: "you do not have the right 'add objects to the folder' on the folder".
3. The users will be able to save a Crystal report to a folder if the right "add objects to folder" is granted at the general level on that folder, but then they'll also be able to create sub-folders, which is not expected.
