1408691 - SAP Users can be deleted if SAP system is down or when experiencing network communications issues with entitlement system(s)

Symptom

Users imported from SAP roles are removed if the SAP system is down or otherwise unreachable by the Central Management Server (CMS).

Environment

This issue was reproduced on XI 3.x and can exist on XI 3.1 SP2 and SP3
