Symptom

In BusinessObjects Enterprise XI 3.1,when try to login to any client tool like Designer, Desktop intelligence or Web Intelligence (Webi) Rich client it gives an error :-

Cannot access the repository (USR0013)
Details:- [repo_proxy13]SessionFacade::openSessionLogon with user info has failed(Unable to log on : could not connect to server frgowiisbo01.eame.syngenta.org:6400.Please check the server name is correct , and that the server is running(hr=#0X80042a01)
