1412640 - java.lang.IllegalStateException: There is no VMS app object present in CMS Life Cycle Manager XI 3.1

Symptom

When trying to login into the Version management present in the Life Cycle Manager, the users are are getting the following error message:
"java.lang.IllegalStateException: There is no VMS app object present in CMS"

-Users belonging to the admin group can login successfully to the Version management.
-All the other users, also if they have been granted Full Control for the LCM application and the LCM folder, they are getting the error.
