1422986 - Language Pack install log file is not generated when applying Fix Pack 2.x to BusinessObjects Enterprise XI 3.1

Symptom

When applying Fix Pack (FP) 1.x and Service Pack (SP) 2 to an existing BusinessObjects Enterprise (BOE) XI 3.1 environment with Japanese language pack, 2 install log files will be generated in the directory <BO install directory>BusinessObjects Enterprise 12.0\Logging.

e.g. 

BOE_SP2_Install_0.log

BOE_JA_SP2_Install_0.log (language Pack install log)

However, language Pack install log file is not generated in the above directory when applying FP 2.x.
