In the Supported Platforms for BusinessObjects 3.1 it states that for CMS Database (Repository) & Audit on Oracle 11g it is only supported with Oracle 10 Net client whereas Reporting for Web Intelligence, Desktop Intelligence, Dashboard and Analytics Data Sources are supported with Oracle Net client 11
