1437059 - Publication permission issue - When creating profile as regular user, unable to apply profile to other users/groups.

• When creating profile as regular user, I am not able to apply profile to other users/groups, since it requires "Edit Objects" rights to the users/groups I want to apply profile.
• When scheduling publication as regular user, I am getting the following error:
