1451000 - Error when trying to schedule a report on InfoView and CMC

Symptom

  1. On Infoview and CMC, the schedule workflow for any report fails with an error
  2. Error:
    an error occured : Filter execution threw an exception
  3. Another variant of the error:
    HTTP Status 403 - Trust Token failure. URI[/PlatformServices/jsp/Shared_InstanceTitle/instanceTitle.faces] Value [] Message[BOE Trust Token filter failed.message [Encrytion/Decryption failure Algorithm HmacSHA1 not available]]
