Symptom
After a server reboot,
- Server intelligence agent (SIA) and Tomcat services do not start from Central Configuration Manager (CCM).
- SIA does not start up and stops immediately after it is started. No log is generated
- Tomcat cannot be started using Tomcat Configuration (Tomcat5W.exe) or from the Windows services manager.
- Tomcat stdout logs show entries such as below -

Starting the SIA manually in command-line by going to win32_x86 folder, and launching SIA.exe + parameters visible in SIA properties, the following error is shown:
[2015-02-22 10:12:15] [402 prunsrv.c] [error]
The system cannot find the file specified.
