1451044 - SIA and Tomcat services cannot be started after a server reboot

Symptom

After a server reboot,

  1. Server intelligence agent (SIA) and Tomcat services do not start from Central Configuration Manager (CCM).
  2. SIA does not start up and stops immediately after it is started. No log is generated
  3. Tomcat cannot be started using Tomcat Configuration (Tomcat5W.exe) or from the Windows services manager.
  4. Tomcat stdout logs show entries such as below -

    [2010-03-20 15:58:02] [info] Running Service...
    [2010-03-20 15:58:02] [info] Starting service...
    [2010-03-20 15:58:02] [info] Error occurred during initialization of VM
    [2010-03-20 15:58:02] [info] java/lang/NoClassDefFoundError
    [2010-03-20 15:58:02] [info] : java/lang/Object
    ----

Starting the SIA manually in command-line by going to win32_x86 folder, and launching SIA.exe + parameters visible in SIA properties, the following error is shown:

[2015-02-22 10:12:15] [402  prunsrv.c] [error]
The system cannot find the file specified.
[2015-02-22 10:12:15] [1246 prunsrv.c] [error]
