1461293 - Error while creating a Page Server subprocess

Symptom

  • "An error occurred while creating a Page Server subprocess. " when attempting to view a Crystal Report on-demand.
  • "The function PEOpenEngineEx failed. Reason: Crystal Reports: Print Engine Error." in event viewer reported by BusinessObjects_jobserver
  • Advanced DHTML viewer with RAS is working fine.
  • The default DHTML viewer is not working. 
  • Also, Crystal Reports no longer opens correctly and references error related to Keydecoder.dll.
