1472188 - Central Management Server fails to start and throws assert "OCI_INVALID_HANDLE"

Symptom

  • When starting the Central Management Server (CMS), it fails five times and shuts down. 
  • In the CMS trace log, the following asserts are observed prior to shutdown:

Programmer error: OCI_INVALID_HANDLE

DatabaseSubsystem::Connect(): subsysmgr.cpp:460: TraceLog message 52

Loading: database subsystem: subsysmgr.cpp:415: TraceLog message 53
