Release strategy is not determined when creating or changing a Purchase Requisition (using ME51N / ME52N) / Purchase Order (using ME21N / ME22N).

The same issue can happen when using BAPI_PO_CREATE1 / BAPI_PR_CREATE / BAPI_PO_CHANGE / BAPI_PR_CHANGE.
